Arnason recognized the likelihood of changes in biomass growth, which would mean changes "in the location and capture of the stock of fish of commercial interest." Icelandic economist says that the definition of fishing rights can lead not only to gain income, but also to a better conservation of resources, "insofar as it implies an increase in value for the future."
